The owner of Dotty’s, a chain of slot parlors around Southern Nevada, is interested in purchasing the old Moulin Rouge Property and the City of Las Vegas is supporting the idea.
The city agreed to waive $1.9 million in civil penalties imposed on the land if a deal with Nevada Restaurant Services, which operates Dottys, is done.
The Las Vegas Review-Journal reports a settlement agreement was approved by the city council Wednesday to end ongoing litigation between the two.

In 2015, Nevada Restaurant Services sued the city after the council repeatedly declined to issue a permanent tavern license for one of Dotty's locations. The Moulin Rouge waiver is unrelated to the lawsuit but is one of the settlement terms.
