Steven Horsford tells us how the state will deal with deteriorating revenue and where he thinks the latest review will take Nevada in the next decade or two.

Dogtown
When other humane organizations insisted that Michael Vick's dogs could
never be rehabilitated after their brutal treatment at Bad Newz Kennels,
Best Friends Animal Shelter in Kanab, Utah disagreed. They took on the task
of retraining a pack of mistreated and abused pit bulls, confident that
their trainers would have the methods and the patience to give them a second
chance to be adopted as pets. Even if that failed, the no-kill shelter was
sure it could do enough to keep them in their sanctuary near Zion National
Park. Sherry Woodard, who heads the unique Dogtown shelter, explains how it
was done.
