Inmates Fighting Fires

As federal agencies have cut costs for firefighting measures, the burden of containing wildfires has been shifted to state and local jurisdictions. They're now looking to prison crews as a cheap solution to the wildfire problem. 

But are inmates trained well enough to handle fighting fires?  And shouldn’t they be spending their time in prison?
