The budget news keeps getting worse and now the valley's population is slipping. That's a huge reversal from the booming growth through the last two decades. And that has all affected the Clark County School District. Superintendent Walt Rulffes talks about the problems facing the district and plans he has to improve performance even with a shrinking budget.
