Shooting at ICE detention facility in Dallas kills 1, injures 2 others

STEVE INSKEEP, HOST:

We're going to bring you up to date on what we know about a shooting in Dallas today at an Immigration and Customs Enforcement site there. We're looking at video images of downtown Dallas. Many, many emergency vehicles and police vehicles are on the streets outside this los long (ph) facility where it is said someone opened fire. We're going to go now to Caroline Love of member station KERA in Dallas. And, Caroline, let's just begin at the beginning. What happened so far as you know?

CAROLINE LOVE, BYLINE: Right. So one thing you're going to hear me say a lot is what we know 'cause there's a lot that is still developing. There is a lot that we're still learning about.

LOVE: But we know that at least one victim is dead after three people were shot outside a ICE facility in Dallas, and this happened early in the morning right after 6 a.m. And I am hearing from my colleagues who are at a presser right now that the Dallas police chief said that someone opened fire from an adjacent building, and four people were shot. And two victims were taken to a nearby hospital with gunshot wounds, and another has died at the scene.

INSKEEP: OK, let's listen to Todd Lyons, who was speaking earlier today on CNN. He is the acting director of ICE.

TODD LYONS: It's a sad moment in time when we have to worry about the safety of law enforcement's officers just out there doing their mission.

INSKEEP: Let's talk through a little bit more, though, what you're telling me here, though. We know that the shooting was at an ICE facility. You said it was from an adjacent building. Again, granting that it's preliminary, so we envision someone firing across the perimeter of this law enforcement facility and into the building itself through a window or at people in the parking lot? What exactly happened?

LOVE: We are hearing that it is through the window, but again, there's still a lot we don't know. But we do know that the shooter is dead from a self-inflicted gunshot wound, but it's really not clear what the motivation is. And at the press conference, Dallas Mayor Eric Johnson said that this is an active investigation. So we're still really learning things as we're going.

INSKEEP: Absolutely. So we have - I think you said a total of four people shot. We have one person known to be dead, in addition to the gunman who seems to have killed himself. And we're going to continue listening and learning more as we can. Can you put this in a little bit wider context here? I understand there have been other shootings at detention facilities in Texas in recent days.

LOVE: Right. So there was a shooting late night on July 4 in Alvarado at a detention facility there, and Alvarado is about an hour from Dallas. And several people - at least 17 people so far have been charged with some sort of involvement in the shooting. A local police officer was shot in the neck and went to the hospital and was - recovered later that day. And several people have been charged with attempted murder of federal agents because there were ICE detention officers there. But like this, we still don't know a lot about what happened at that either.

INSKEEP: And don't know necessarily specific motive in that case, either?

LOVE: You know, it's unclear. You know, a lot of people who were involved in that said that it was a protest. It was not intended to be a shooting, and that the shooting came as a surprise not only to the law enforcement at the scene, but to many of the protesters as well.

INSKEEP: OK. And we'll just note, again, at this event in Dallas, it does appear that someone would've intended to open fire from an adjacent building - at least according to the initial information from police - and shot a number of people. The person who opened fire is believed to be dead - a self-inflicted gunshot wound. And as in so many of these cases, we do not know the motive. There will be many questions about the motive, and we'll gather the information as we learn it.
