A judge ruled that the City of North Las Vegas was wrong when it suspended promised pay raises in 2012, claiming a "fiscal emergency." The ruling makes the city responsible for $25 million in raises that officials agreed to before the recession struck. Mayor John Lee has said the ruling could bankrupt the city.
