We know that Congress remains almost paralyzed by the partisan split and that nothing, or almost nothing, is moving through Congress. Even policies that Republicans support are struggling to get enough support in the House of Representatives. Still, Democrats have hurt themselves with the bungled rollout of the Affordable Care Act. So will these disputes be resolved, or will election year manuvering trump everything else?
