A number of states, many of them in the West, have passed laws allowing undocumented immigrants to apply for driver's licenses or privilege cards. This is a huge reversal from several years ago, when California stopped issuing licenses to immigrants and New Mexico's driver's license program came under bipartisan fire. So what pitfalls lie ahead as Nevada starts issuing driver privilege cards? And how are other states handling this issue?
