A bill aimed at regulating puppy mills passed Senate approval and is going to the Assembly. Legislators heard testimony about one mill, where the owner allegedly cages non-selling dogs, "shoots them, and dumps them into holes." So what abuses go on in Nevada? How can we regulate them?
