The Indiana Horse Racing Commission unanimously approved Eldorado Resorts' acquisition of Caesars Entertainment Monday.
This comes after they agreed on Friday to sell three of the five casinos they would have had in the state after the merger.
Nevada and federal regulators have approved the sale, as have Missouri, California, and Louisiana - states where Eldorado has agreed to shed casinos.
New Jersey is the last state whose approval is needed.
