Problems with the governance of a small town in Southwestern Utah continue after a state audit called out a lack of transparency.
Cedar Highlands, located about five miles from Cedar City, also lost its mayor last month.
Mayor Steven Swann abruptly resigned, saying in an email the town council is “rogue,” and ignorantly rejects and ignores business counsel and training.
The Salt Lake Tribune reports state auditors began looking into Cedar Highlands after several complaints about the town’s financial activities.
Their evaluation found weak internal control and a diversion from best practices. They also noted a lack of documentation of the council’s financial spending before January 2019.
Cedar Highlands was incorporated in January 2018. Auditors acknowledged some of the problems are likely due to the recent incorporation and the difficulties associated with the creation of a new government.
