Clark County Commissioner Larry Brown promised to shake up the water agencies in Southern Nevada if he were given the top job. It eventually became clear that the deciders - his fellow county commissioners - did not want to shake up the utility. They preferred continuity and appointed the handpicked successor of the current general manager, Pat Mulroy. So what would Commissioner Brown have done differently, and what will be try to do now from his position as a supervisor of the Las Vegas Valley Water District?
