Clark County Commissioner Larry Brown promised to shake up the water agencies in Southern Nevada if he were given the top job. It eventually became clear that the deciders - his fellow county commissioners - did not want to shake up the utility. They preferred continuity and appointed the handpicked successor of the current general manager, Pat Mulroy.
