UNLV's Boyd School of Law will be holding a conference Thursday examining whether school funding is fair in Nevada. Keynote speaker will be civil rights attorney David Sciarra who has spearheaded efforts to increase funding in a number of states including his native New Jersey and Texas. Nevada's school districts and the state's funding plan could be headed for the courts. Already, notes Sciarra, it is the lowest in the 50 states. What are the legal remedies if funding is unfair? What can the courts do if the legislature will not raise taxes or increase spending on public schools?
