Judge Responds To 'Hogtying' Complaints

A Las Vegas judge responded to complaintsthat staff members are using restraints on detainees at a state youth facility in Elko with an order to return the boys to Clark County authority.

Clark County Family Court Judge William Voy ordered the 12 returned this week from the Nevada Youth Training Center in Elko.  Deputy public defender Susan Roske says the judge heard Wednesday that detainees were punished by having wrist and ankle shackles linked in a technique known as "hobbling" or "hogtying.”

A spokeswoman for Nevada Attorney General Catherine Cortez Masto says her office is awaiting Voy's written order. The 160-bed facility in Elko is for boys ages 12 to 18.
