Are The Zoom Schools Making Progress?

State legislators invested $39 million in Clark County's Zoom Schools, fourteen campuses with high numbers of English Language Learners, to provide services to increase literacy. And recently, officials from the school district testified to lawmakers about where that money was going. The state expects big returns on its investment. And how will they measure the success of the program?
