There are severe restrictions on land development that while not unique to the West, are unique compared to any of our metropolitan peers in the region. After the pandemic, we realized that what makes us a state are not the lines drawn on a map, but the individuals who occupy the land inside those boundaries, which we rely on to power our economy. All of these are reasons to be both optimistic and realistic about what lies ahead.
