Colorado River: How much water should each state get?

A new report accuses Utah, Colorado and New Mexico of using more water from the Colorado river than they are supposed to. 

At the same time, more dams and water-sucking projects are being planned for the river. All at a time when emergency declarations are in effect on Lake Mead and the river as a decades-old drought persists.
