In this July 16, 2014 file photo, what was once a marina sits high and dry due to Lake Mead receding in the Lake Mead National Recreation Area near Las Vegas.

Twenty years into the drought, residents and government planners in southern Nevada have wondered where the water will come from.

The Colorado River and Lake Mead appear to be drying up.

One idea on the drawing board for decades is a massive pipeline to suck water from sparsely populated northern Nevada counties to Las Vegas.

A ruling from the state engineer last month cast doubt on that plan, but also kept it alive.

If that's confusing, we have someone here to help sort it out.
