Cities Want Fair Share of Tax Revenue

The city of North Las Vegas was once the fastest growing city in America. The fall during the recession has been devastating. So much so that city officials are upset about tax distribution from the state. Some, including Mayor Shari Buck, believe the city is being short-changed 25 million dollars. State officials say everything is fair. How is it determined what cities receive in tax revenue?
