New Electoral Maps

The so-called special masters appointed by the Nevada District Court in Carson City have released their proposed map for the state's congressional districts in 2012. The map is simple - it creates three seats based in Clark County and a fourth in the northern part of the state. But will it be acceptable to the politicians and does it pass muster under the Voting Rights Act?
