Solar Development in Nevada

Nevada will move forward in solar power development. But, it's not going to be a free for all where anyone can build a solar array. The Bureau of Land Management is proposing a couple ideas, both of which will create designated zones, and all of it in order to streamline the process of land acquisition and building solar fields. Is it a good idea for Nevada to restrict the growth? Or will it protect valuable lands from over speculation of solar power plants?
