Can Justices Make An Intermediate Court More Appealing?

Supreme Court Justice James Hardesty is asking the public to support a measure that would create an appeals court in the state. Nevada is one of ten states without an appeals court, which creates a big backlog at the state Supreme Court.

The state's highest court has to hear every appeal, from inmate complaints about treatment and food to multi-million dollar civil settlements. But efforts to create an intermediate court have failed several times since the 1970s. So why do supporters think they can pass it this year?
