The Nevada Department of Motor Vehicles has issued only 20,000 driver authorization cards since the program started in January. The department had estimated that as many as 60,000 drivers could be eligible. But the program has been plagued by low pass rates on tests and a limited number of translators. So why aren't more drivers signing up? And how can the DMV get more undocumented drivers through the door?
