The city of Henderson is facing an annual deficit of $19 million, and city leaders may not be able to cut their way out of it. Earlier this week, the city council ordered city staff to find out whether citizens and business owners would be willing to pay higher taxes to maintain services and infrastructure. What will happen if citizens won't support an increase in taxes? And how can city leaders convince struggling citizens that a tax hike is worth the cost?
