For a little over a week now, immigrants without citizenship status have had the option to apply for a driver privilege card, which allows the holder of the card to drive legally in Nevada. In the first week of the program, 830 cards have been issued.

But the application process has seen a 67 percent failure rate, which includes applicants who have failed the test more than once. So are applicants failing to prepare for the test, or is there some other problem in play?
