Is The County's Child Abuse Hotline Working?

The Clark County Department of Family Services runs a child abuse hotline that accepts reports of abuse and neglect for investigation. The system is supposed to protect kids who may be in danger. But somehow, it failed to protect Roderick (R.J.) Arrington. School authorities reported suspected abuse, but caseworkers didn't investigate until Arrington died from abuse less than 24 hours later. Can the system save every child? And how do county caseworkers decide which cases warrant immediate attention?
