Many members of the Nevada state legislature have served their last terms. The reason? A 1998 constitutional amendment that limited any elected official to 12 years in one office. Already, we've seen the assembly speaker termed out in 2009 and after the current legislature, the new speaker will also be leaving the chamber. So how will this change Nevada politics? Is deep knowledge of policy-making and budgeting being lost or does the amendment keep fresh ideas circulating in Carson City?
