Puppy Mills

A bill aimed at regulating puppy mills passed Senate approval and is going to the Assembly. Legislators heard testimony about one mill, where the owner allegedly cages non-selling dogs, "shoots them, and dumps them into holes." So what abuses go on in Nevada? How can we regulate them? And if you're looking to buy a puppy, how can you tell if it came from a puppy mill?
