Local Government and Homeowner's Associations

A look at the relationship between homeowners associations and local government. They control 2 trillion dollars worth of property and are often headed by average homeowners. They are generally small community groups that set local standards, sometimes diverging from state or federal law. KNPR's Ky Plaskon reports they are also a tool for local government to raise tax revenue.
