Silver State Exchange Head Optimistic About 2015 Open Enrollment

The director of Nevada's health insurance exchange says he's optimistic about the system's third go-round.

The Silver State Health Insurance Exchange began a three-month open enrollment period on Sunday. It comes after a problem-riddled initial rollout period that fell far short of expectations, but a relatively smooth enrollment window last year that involved about 73,000 sign-ups.

Exchange director Bruce Gilbert says his agency has shifted over the years from a broad marketing campaign telling people they needed insurance to a more focused push targeting difficult-to-reach populations. The exchange is honing in on groups like healthy young people who don't have employer coverage.

Insurance exchanges were created as part of President Barack Obama's health overhaul. Consumers there often qualify for tax credits that defray the cost of the plans.
