Nevada Senator Introduces Driver Privilege Cards

Nevada Senate Majority Leader Mo Denis and fellow Latino lawmakers will introduce a bill in the 2013 legislature that will grant undocumented immigrants driver privilege cards. Sen. Denis says the cards are not licenses and will not allow immigrants to do anything other than operate a vehicle. The program is modeled after similar privilege cards issued in Utah.

    In Nevada, as across the nation, state issued drivers licenses and identification cards are considered primary identification. Primary identification means that the possession of that document alone by the person appearing on the document is enough to establish that the person holding it is the person on the card-no additional documetns are necessary to establish that person's identity. Can these new cards be used to establish primary identification just like drivers licenses or identification cards or are they secondary documents that require the presence of other documents to establish someone's identity for law enforcement?
