F-Street leads into one of the historic neighborhoods of Las Vegas.  It's also been plagued by poverty and struggle.  After years of fighting with city officials to connect F-Street under the I-15 to downtown, it's finally happening.  But, will that small connection really change the fortunes of this predominantly black neighborhood?
