Elko County Commissioners approved a plan to start charging inmates at the county jail for meals, medical care and even booking services. Elko County Sheriff Jim Pitts pushed the plan as a way to recoup some of the money spent housing and caring for jail inmates. But opponents think the plan is unconstitutional and potentially cruel. So how common is it to charge inmates for food and services? And could opponents challenge this plan in court?
