We often think of rural Nevada as the only place in the country where prostitution is legal. But that's not strictly true. In the midst of the Civil War in 1863, the Union commander in Nashville decided to legalize and license prostitutes. The experiment worked as the military had hoped. It greatly reduced the incidence of veneral disease among the troops.
