From time to time, a tale of maritime piracy will burst into the headlines. But, in fact, freighters are taken hostage and stolen all the time. The Horn of Africa is particularly bad but other places are emerging as piracy hubs.

So what can be done to prevent piracy? The military will be part of the solution but shippers have strong business reasons for downplaying the problem. Dr. John Alexander has written a study of piracy and on Thursday he will be leading a roundtable at the World Affairs Council of Las Vegas.
