One little-publicized provision of the Affordable Care Act will make life more difficult for union-based health plans. The tax on so-called "Cadillac" plans will undermine the Culinary Health Trust, says union chief D. Taylor. He and other union leaders are pushing Democrats in Congress to repeal the tax. But so far they have not managed to get any action. So what are their complaints? And what is likely to happen?
