The City of Las Vegas is considering changing the work card system for people in certain jobs. The reforms follow several cases where members of the public had to appeal denials in front of the entire council. The hearings have been described as "torture" by Councilman Bob Beers, who said the council should not be in the business of determining who has the moral standing to work in Las Vegas.
