Do Police Need More Training To Handle Aggressive Dogs?

Officers from the Las Vegas Metropolitan Police Department killed three dogs this year, a number that animal activsts say is too high. The group Nevada Voters for Animals is asking for a law that will require more training for police officers on how to handle dogs and recognize normal canine behavior. But is the problem as severe as they say? And what do they hope the law will try to acheive?
