Russia was supposed to be the new democracy that emerged from the Soviet Union. Instead, it's tried to throw it's weight around and seems to be an altogether undemocratic bad boy. And the people keep re-electing Vladimir Putin. Why? And what should the US do to get relations on a more even keel?
