Gov. Brian Sandoval emphasized his commitment to literacy by 3rd grade for all Nevada students. But why is 3rd grade so crucial? And what can be done if students are not grade proficient by that stage? The governor is proposing a series of measures to ensure literacy for Nevada students. We'll look at his plan and consider some alternatives.
