CCSD Teachers Lose Their Raises

An arbitrator decided that the Clark County School District does not have to continue to pay17,000 teachers the raises they were given at the start of the school year. The teachers don't have to pay the money back but their salaries will return to the 2011-2012 figures. Is it fair to take someone's raise away? How will the district use that money now?
