Looking Forward with Metro's "Use of Force" Policy

The Clark County district attorney recently cleared Metro police in three officer-involved shootings.  DA Steve Wolfson said the officers acted lawfully in the shootings of three men: Alberto Castillo, Luis Silva, and Rafael Alonso Olivas.  The officers used tasers and beanbag shots before opening fire.  So how would Metro's new "use of force" policy have changed Metro's approach to these situations, if at all?  And what does it mean moving forward for local police?
