Violence Against Women Act

The Violence Against Women Act is stalled in Congress and stirring some heated debate.  That's due to three provisions that aim to protect illegal immigrants, homosexuals, and Native Americans.  So why is the bill held up?  And what effect would it have on those groups here in Nevada?
