Latinos are the fastest-growing U.S. voter group. But few actually turn up to vote - in Nogales, there's 29% voter turnout, even though the town is 90% Latino. So why aren't members of the most courted ethnic voting group showing up to the polls? Are they illegal immigrants who can't register? Or is it general voter apathy?
