When Sen. Ensign resigned last month many observers thought that would be the end of the nearly two-year investigation into his extramarital affair and the lobbying scandal it spawned. On Thursday, the Senate Ethics Committee issued a detailed report laying out the case against Sen. Ensign. It concluded that he would likely have been expelled from the Senate - a sanction not threatened since 1995 when the Senate was set to expel Oregon Republican Sen. Bob Packwood.
